How to get WhatsApp Business API approved in the UAE
Approval is four separate reviews that people talk about as one. Knowing which is which is the difference between a week and a month, because three of them can run at the same time and one of them cannot start until your paperwork is exactly right.

The four reviews, and which ones overlap
Nobody at Meta calls it "approval". What you are actually waiting on is a Meta Business Account, a business verification, a display-name review and a phone-number verification. They are assessed by different processes on different timelines, and confusing them is why so many accounts sit half-finished.
- Meta Business Account — minutes. Created during Embedded Signup if you do not have one. This is the container everything else lives in, and it must be registered to your business rather than to a personal Facebook profile.
- Business verification — two to five working days once submitted. Meta checks that the legal entity exists and that you represent it. This is the slow one, and it is the one paperwork stalls.
- Display-name review — hours to days, and it runs separately. Your number keeps its old name until this passes, so a change is never instant. It can also be rejected while your business verification succeeds.
- Phone-number verification — same day. A code by voice call or SMS. You get ten attempts per number per 72 hours, and spending them freezes that number for three days.
What Meta asks a UAE business for
A trade licence issued by the emirate's economic department — DED in Dubai, ADDED in Abu Dhabi — or by a free zone authority. Meta accepts free-zone licences, but the entity name on the licence has to match the business name you enter, character for character. "Al Noor Trading LLC" and "Al Noor Trading L.L.C." are two different names to a verification reviewer.
A business website or a verifiable public presence, with the same name and, ideally, the same address. A landing page created the day before submission is a common rejection reason and one Meta does not explain when it rejects.
A phone number the business controls, that is not already registered on the WhatsApp consumer app or the WhatsApp Business app. If it is, you have to delete that account first, and deleting it removes its chat history permanently.
Two-step verification will block you, and nobody mentions it
If the number was previously on the WhatsApp Business app with two-step verification enabled, registering it on the API fails with an unhelpful error until you disable two-step verification in the old app — which you cannot do if you have already uninstalled it. Disable it before you migrate, not after.
What you can do while you wait
Business verification does not block everything. An unverified account can still send, on a reduced messaging tier, to a limited number of unique people per day. So the sensible order is: register the number, start sending to a small list, and submit your templates for review — because template approval is its own queue and starting it early is free.
What actually goes wrong
- The trade licence name does not exactly match the submitted business name
- Copy the name from the licence, including punctuation and legal suffix, and paste it. Do not retype it. This single mismatch causes more UAE rejections than everything else combined, and the rejection notice does not say which field was wrong.
- The display name does not describe the business
- "Sales" and "Support" are rejected. "Al Noor Trading — Sales" is accepted. The name has to be recognisably related to the verified business, because a customer seeing it in their chat list should know who is messaging them.
- The number burns its ten registration attempts
- Ten attempts per number per 72 hours. Choose voice call rather than SMS — Meta itself rates SMS "Not Recommended" for a number that is not physically in a phone, which is every number an operator verifies from a desk. Zanii shows the remaining budget before the button rather than after the 429.
- A partner registers the WhatsApp account in its own name
- Check whose Meta Business Manager the WhatsApp Business Account sits in before you start sending. If it is the provider's, you cannot take your number with you when you leave, and that becomes an argument at exactly the worst moment. It should be yours.

- How long does WhatsApp Business API approval take in total?
- Typically two to five working days, dominated by business verification. Number verification is same-day and display-name review runs in parallel. If it is taking longer than a week, the cause is almost always a document mismatch rather than a queue — Meta does not tell you which, so re-check the licence name character by character first.
- Can I use my existing WhatsApp Business app number?
- Yes, but the migration is one-way and it deletes the chat history on the phone. Disable two-step verification in the app before you start, or registration fails with an error that does not explain itself. Export anything you need from the app first.
