What WhatsApp Business actually costs in the UAE

Meta does not charge per message. It charges per conversation, by category, by the recipient's country — and from October 2026 it charges for two things that are free today. A quote that gives you one number is a quote that has hidden at least one of those.

Four categories, four prices

Marketing — promotions, offers, anything unprompted. The most expensive, and subject to the recipient's opt-out. Utility — about something the customer did: an order, a booking, a payment. Cheaper, and it reaches people who opted out of marketing. Authentication — one-time codes only. Service — your replies inside the 24-hour window a customer's own message opens.

The category is not a label you pick for convenience. Meta assigns it at template review and re-categorises templates it disagrees with. Sending marketing under a utility label is the specific behaviour its abuse ladder ends in permanent account revocation for — not a warning, not a fine.

The recipient's country, not yours

A marketing message to a UAE number and the identical message to an Egyptian number are billed at different rates, and the gap is large — Egypt is materially cheaper than the Gulf. This matters more than it sounds: a campaign to a mixed regional list does not have one cost, and a per-message figure quoted without a country is a figure that will be wrong for most of your list.

What changes on 1 October 2026

Service conversations and utility templates sent inside the 24-hour window stop being free. For a support-heavy business — a clinic, a delivery company, anybody whose volume is mostly replies — this is the largest cost change since per-conversation pricing was introduced, and it arrives on an invoice unless somebody tells you first.

The practical response is to know your split now. If most of your volume is service replies, your bill is about to change shape; if most of it is utility templates outside the window, it barely moves.

The cost nobody quotes: the messaging tier

Your messaging tier caps how many unique people you can start a conversation with in a rolling 24 hours — 1,000, then 10,000, then 100,000, then unlimited. It is counted across the whole business portfolio, not per number. A 12,000-recipient campaign against a 10,000 tier does not fail; 2,000 people queue to tomorrow, and they consume the capacity your order updates needed.

What actually goes wrong

Ask which. A conversation covers a 24-hour window, so four order updates to one customer bill once — which makes per-conversation cheaper for support and more expensive for one-off blasts. A provider quoting per message is either marking up heavily or has not read the pricing.
Marketing was sent to people who opted out
Meta blocks it, so you are not billed — but the attempt counts against your quality rating, and a falling quality rating lowers your messaging tier. Suppression has to happen before the send, not as a rejection after it. Zanii removes opted-out contacts before it shows you the recipient count.
Nobody reconciled the invoice
Meta's own analytics are approximate and differ from Meta's own invoices — that is not a bug, it is documented. Whatever platform you use should keep its own ledger of what it sent and let you compare the two per day. If it cannot show you the line items behind a total, you cannot dispute the total.

Common questions

Is WhatsApp Business API free?
The API access is free from Meta; the conversations are not. You pay Meta per conversation by category and recipient country, and you pay whatever platform you use on top of that. Meta currently gives 1,000 free service conversations per month, and service conversations stop being free entirely on 1 October 2026.
